Appendix A: Bomb Threat Response Plan

Purpose

The purpose of this plan is to establish the policy and procedures to be followed in the event of a bomb threat to the University. Whether this threat is received via telephone or through other means, quick, decisive action by all employees will help minimize potential loss of life, injury, destruction of university property, and disruption of scheduled activities.

Priorities

In the event this incident occurs, Campus Safety Officers will work with Facility Management personnel to search and identify any suspicious packages or items construed to be of explosive nature.

If an explosive device is found, the University Emergency Operations Team will be activated and begin working towards facilitating and coordinating , updates and communication for all recovery plans related to the functional areas of the university.

Expectations for Employees and Students

In the event of a bomb threat the faculty, staff, and students should respond according to the information provided by any of the following:

  • CodeRED
  • Siren
  • Emails
  • Campus Radio (WIKD Emergency Alert System)
  • Campus website
  • Campus TV
  • Verbal instructions

If an employee or student receives the actual bomb threat, they should respond as follows:

  1. Call 386-226-7233 (SAFE) in Daytona or 928-777-3728 in Prescott or come to Campus Safety to report the incident
  2. Evacuate the building when instructed by Campus Safety.
  3. Complete a bomb information report sheet that will be provided by Campus Safety
  4. Await further orders from Campus Safety or the Campus Emergency Notification Systems.

Communications

Immediate communications will be made through any of the mediums listed in part C of this section deemed most effective by the IC.

Responsibility and Control

Emergency responders will have total control of the scene. If the situation dictates, the Incident Command System will be used as directed by the National Incident Management System.

The university could also assemble the U-EOT if the situation escalates to make university related decisions.

Emergency and Training Plans

When a bomb threat is received Campus Safety will then immediately notify Daytona Beach Police and Fire Departments. The IC, upon receiving notification of a bomb threat will:

  1. Advise the University President, who will notify other administration as appropriate.
  2. Activate the U-EOT and the U-ERT
  3. U-ERT will oversee the evacuation of the emergency area.
  4. Identify a "Hot Zone" and set up inner and outer perimeters.
  5. Wait for Daytona Beach Police to respond.
  6. Determine the safety and security of the area so normal activities can resume.
